Lancashire County Council working in partnership with the 12 District Councils have taken over the responsibility of enforcing parking. Each of the 12 districts have a team of Civil Enforcement Officers (CEO) who patrol the streets and car parks within their boundaries to ensure vehicles have not been parked in contravention of the traffic and parking regulations. ParkWise, which is part of Lancashire County Council, work on behalf of all 12 districts to support the enforcement operation by dealing with appeals, payments and processing of all penalty charge notices that are issued.

There are no new offences and no new no-parking zones, but we will be putting a lot more effort into keeping our streets clear of vehicles parked in contravention of the waiting restrictions. This will bring about many positive changes including:

  • Enabling all traffic to flow more freely,
  • Ensuring public transport can keep to timetable,
  • Assisting delivery vehicles to be prompt
  • Allowing pedestrians to feel safer crossing the road without cars being dangerously parked obstacles.

This website explains why we are doing this and how it will affect you. A Penalty Charge Notice (PCN) will be issued to any vehicle caught contravening parking regulations. The owner of the vehicle will be liable for a £50 Lower charge/ £70 Higher charge.

Why are we doing this?

  • To improve road safety
  • To improve traffic flow and journey times
  • To improve the environment

We will be paying close attention to areas where parking restrictions are in place such as:

At Bus Stops – By allowing buses to pull easily into the pavement, disembarkation for those with disabilities, mobility problems, children, pushchairs or simply heavy shopping will be safer.

Residential Areas – By reducing commuter parking in controlled zones, Parkwise will improve safety, reduce vehicle noise and lower exhaust emissions. This will make a more pleasant environment for residents.

Shopping Areas – By making it easier for delivery vehicles to get to and from shops and making short stay spaces more readily available for shoppers.

On Busy Routes – By preventing cars parked in contravention of waiting restrictions causing congestion. This particularly applies during the morning and evening rush hour.

Generally – By reducing the effects of cars parked in contravention of waiting restrictions we will help to manage travel demand in Lancashire by making our road space work more effectively. That way we all gain!
