About ParkWise

Lancashire County Council working in partnership with the 12 District Councils have taken over the responsibility of enforcing parking. Each of the 12 districts have a team of Civil Enforcement Officers (CEO) who patrol the streets and car parks within their boundaries to ensure vehicles have not been parked in contravention of the traffic and parking regulations. ParkWise, which is part of Lancashire County Council, work on behalf of all 12 districts to support the enforcement operation by dealing with appeals, payments and processing of all penalty charge notices that are issued.

Who will receive a Penalty Charge Notice?

Penalty Charge Notices will only be issued if someone ...

  • Parks on yellow lines when waiting or loading restrictions are in force
  • Parks on a pay and display ticket machine space without paying the correct amount or clearly displaying the ticket as instructed
  • Parks for longer than they have paid for in a pay and display ticket machine space
  • Parks in a suspended bay during controlled hours
  • Parks in a permit-only parking space (such as in a Residents' Parking Zone) without displaying the necessary valid permit
  • Parks in a specially reserved bay, such as a loading place, a disabled bay or a taxi rank unless they are authorised to do so
  • Parks at a bus stop or in a bus lane during prohibited hours

How will it affect you?

The choice is yours:

  • If you park correctly then you will not be affected.
  • If you are caught parking in contravention of a waiting restriction then you will be issued with a Penalty Charge Notice.
  • If you pay the Penalty Charge Notice within 14 days you need only pay 50% of the charge - £70 charge would be reduced to £35 and £50 charge would be reduced to £25.
  • If you don't pay the Penalty Charge Notice you will be served with a Notice to Owner (NtO).
  • If payment still remains outstanding 28 days after the NtO has been served the debt automatically increases.
  • Continued non-payment may eventually result in County Court proceedings.
  • You have the right to appeal against the Penalty Charge Notice, and if this cannot be resolved with the District Council, then your case would be considered by an independent adjudicator.

How do I pay the Penalty Charge Notice?

You may also pay the penalty charge notice using your credit or debit card by telephoning the ParkWise payment line 0845 117 2924. Alternatively you may post your payment, please ensure that cheques and postal orders are made payable in sterling to Parkwise.

Payment in full will close the case and no further correspondence disputing this Penalty Charge Notice will be considered.

What happens to the money?

The money received from Penalty Charge Notices will be used to pay for the provision of the parking service.

Are the Police still involved with parking issues?

If someone has parked and they are not on a waiting restriction but are obstructing a footpath, highway or access to your property only the Police can deal with this as ParkWise can only issue Penalty Charge Notices where there are parking restrictions in place.
